Introduction
The AGM opened at 1430 on Tuesday 31st may in the Conference Room at HMS TEMERAIRE.
Chairmans' Report
The Chairman opened the AGM, welcomed the attendees and accepted apologies as shown above. He then remarked on 2SL’s drive to involve more personnel in sport and on the staggering numbers who never participate in any sport. There is a big push to energise both competitive sport and grass roots development. Set against that is the operational tempo and SDSR creating a tension between aspirations and reality.
This is exacerbated by the upheaval and uncertainties from the coming redundancy rounds which is effecting all sports including angling. He remarked on the energy the new National Secretary has brought to the Association and in particular how engagement with Temeraire has unlocked sources of funding that has placed angling on a better footing than any time in the last decade.
National Secretary Report
A great deal has been done by the Committee since the last AGM. This report does not cover progress within Disciplines but instead focuses on cross cutting issues:
- The Constitution has been completely re-written to align with the latest guidance from Temeraire and to reflect the way in which the Association runs.
- Considerably more funding has been obtained from the Sports Lottery following meetings in Temeraire explaining our issues and circumstances. In particular funding was provided to properly support Boat Hire for the Sea Section.
- Engagement with the other Services has established that Carp cannot become a separate Discipline for the foreseeable future but can continue to operate under the Coarse umbrella.
- The Coarse "Tour" to Holland has been accepted as an overseas fixture which means the Association can now bid for other Tours.
- A plan has been implemented to spend the SEG to everyone’s benefit on a needs based rotational basis. A bid was submitted to Temeraire reflecting the section’s requests.
- The rules for Colours as stipulated in the Sports Handbook are being adopted within the Constitution, but with separate recognition for deserving anglers other than those in the recognised Inter Services events.
- Temeraire have agreed to funding coaching days on a case by case basis this year. In future years coaching events will be in the sporting calendar.
- Plymouth RN&RM AA have joined the website and means to create closer links are being explored.
- Training Camps can be run in alternate years to Tours.
- A much greater, and open, understanding of the financial allocations has been made in Committee with a focus on generating growth and fairness to all members; also accounting for activity levels.
There was discussion on how to increase numbers in the Association and in particular through affiliations with the Command/regional Associations (Plymouth, Portsmouth, Yeovil, RM).
Action: Options are to be considered by all Committee members and brought to the next meeting.
Treasurer Report
Annual Examination: The accounts were recently submitted for their annual inspection (Dec 2009 - Dec 2010) to the Service Accounts Examiner. I have copies of the report available here today. No problems were apparent and the examiner, Mr Pete Nichols, was happy with the books in general. Items he noted were the short fall in the Sea section again in 2010 and the Game and Coarse sections re-establishing figures in the black during the course of the financial term. Whilst the Game and Coarse situations are explained by the normal flow of funds through the account and the way in which things are accounted, the Sea section has proved difficult to keep within spending limits.
Sea Section Shortfall: Working closely with Mark, Sea Section sec, we soon realised that the Sea section had been under-estimating the running costs of the section for several years and had reached a point where action was required. The new National Sec was engaged to approach Temeraire with an increased annual grant request designed to allow the Sea section to operate without impacting the other sections. This bid was successful, gaining an increase form £9,500 in 2010 to £12,000 in 2011 of the annual grant. Although it should be noted not all the £2,500 increase was solely for the Sea section the vast majority was secured against boat hiring costs for their Inter Service completions.
2011 Allocations: The last committee meeting also saw a revamp of the grant allocations between the 4 sections. The extraordinarily long meeting saw the section secretaries agree to the new allocation of monies, as recorded in the minutes of that meeting. The meeting also drew extensively on the National Sec's experience with the inner workings of sports funding and many new avenues of financial help were identified. It would however require a certain amount of work from the section Secs to make best use of these new outlets though and so far the coarse section had utilised a coaching grant of £250.

Summary: In summary 2010 was again a difficult year with all 4 sections working hard to operate within a reduced grant of £9,500. New personnel are providing new impetus within the RN&RM AA and hopefully with new funding identified and with better understanding of the ways it can be utilised I feel there is a bright future ahead. Temeraire are focusing more and more on grass roots level of sport and the association needs to embrace this, taking each section forward.
Membership Report
At the beginning of the season we sent out the annual renewal letter; this took into account both 2009 and 2010 previous members, which totalled 295. Initially 81 members renewed as a direct response to the letter. We have also gone ahead with the membership booklet; which includes such information as the new proposed Constitution. The initial print run was 200 booklets for £120.
The option to pay membership using the PayPal facility has continued to grow - with 35 members using the system this year. The downside to this option is that some members forget to send through their membership form. I currently have 8 outstanding forms, who despite being chased up by email, have not submitted. As a consequence, these members have not been issued with a membership card.
To date overall membership is slightly down compared to last year 154 = 2010, 143 = 2011; but this is comparing the end of last year with early on this year so the prospect is for growth.

Webmaster Report
The new website proposals under development in Temeraire are still not running for the minor sports, so the Committee has agreed to keep the current website and forum running for at least another year. The age of the material in the forum was discussed and it was agreed that entries over 2 years old should be removed to free up space, and that this should be standard practice in future.

Coarse Discipline Report (from National Secretary)
Early 2011 has been a period of mixed success for the Coarse section but with a very positive outlook. Only 18 anglers competed in the Inter Commands in March, the only complete team was the Royal Marines whilst Scotland could not attend at all. Those that took part enjoyed 2 completely different venues: Staff/Worcs canal and Herenbrook Fishery. On the canal the RM won with 9 points with Portsmouth second on12 points whilst at Herenbrook the RM had a nearly perfect 6 points with the FAA on a very creditable 8 points in second. After 2 rounds the RM have a commanding but not insurmountable lead. The Inter Services in Apr were convincingly won by the Army with the RAF in second place. The RNRM Squad was depleted with many of the first choice anglers deployed on operations and several of those earning their colours as a result lacked the long poles essential to do well on the venue. The event has highlighted the need to build more depth to the squad.
The RN Champs is taking place at Hallcroft Fishery in June; entries currently stand at 52, an increase of 50% on last year. In fact the entries this year exceeds the number of Coarse Members last year and with a number of members unable to attend the Champs we could see a reasonable growth in membership overall. The fixture in Holland was competed in demanding conditions and difficult draws gave the team a challenge. Despite having the highest score for any one day they ended in 5th place with Nick Jones fourth overall.
New for this year has been the provision of professional coaching on one of the practice days before each event. This is being funded by Temeraire and, although open to all, is being targeted at those wishing to improve their chances of squad selection. The Maver Sponsorship is working well with good support to the Coarse Angling Team members, and also the majority of the Champs prizes are coming from Maver.
Carp Discipline Report
The Carp Section continues to develop as a section with Matches taking place throughout the summer months. The first match of the season took place at Brasenose 2 lake, Linear Fisheries Oxford. This was won by Ben Sercombe and Jack Broughton. Several new faces fished for the first time, however due to operational commitments several regulars could not attend. The Second match is taking place this weekend at Velocity Angling, Somerset and the Third next weekend at Colliford Reservoir, Devon.
The Section now has Command Reps for Portsmouth, Plymouth/SW, FAA and Scotland who are actively trying to recruit members from all disciplines. Currently in contact with the Civil Service Angling Club trying to Organise a match with them under BCAC rules, do not think that will come off.
Overseas Tour. Currently weighing up options for next years Forces Carp Classic in France. Prize money could be a stumbling block. I am also in contact with Army Angling Federation Gp 9 (Germany) reference a week fishing 2 matches 48hr and a 96hr with a day off in the middle.
Numbers seem to be a little low this year, with a few people not rejoining, this may be down to personnel being deployed over the season.
Game Discipline Report
Having been asked to stand in for the temp detached Al Mundy, I found that the seasons fixtures had been sorted (most of them) and it was a case of getting the numbers to attend the competitions/matches. First up was the traditional Bank match in March in the form of the Jutland Cup, where 13 of us turned up to brave the elements, but fine weather and plenty of fish ensured that everybody caught fish, and only 3 people failed to achieve their limits. The next match was the first boat match of the season against Kingsbridge Heavyweights in April, and this fixture tends to have some valuable coaching mixed in courtesy of the opposition. The match finished with defeat for the RN&RMAA, but with a new section member in the form of Adam Wykes, the promise for later in the season and beyond looks good.
Following on from this the opening match of the AMFC was held at Rutland Water, where the team had yet another new member (Steve Scott), who out fished everyone in the division, and was the main reason that the RN&RMAA won the opening match. On from here, we moved to Llandegfedd in South Wales for a hastily (and unfunded) match against the Police and Prision Service, with a select team of Welsh Internationals to make up the 4th team. None of the RN&RMAA team had fished the reservoir, but after a hard days fishing, we emerged victorious for the inaugural Tri-Match, and look forward to defending the trophy next year.
Moving into May, it was time for the RN vs Associates match, a match that historically has been won by the Associates, mainly for the reason they are the more experienced. 14 members turned up for this, with an even split of 7 serving and 7 associates. Of the 7 serving, 5 were classed as novices (either 1st or 2nd season) so experience was in favour of the associates, but after a difficult and bumpy day on Chew, the serving members triumphed. This week we fished against the Prison Service at Chew on Weds, and retained the trophy, but by a smaller margin than last year, which is indicative of the improvement in the Prison Service as opposed to loss of skill of the RN&RMAA. Finally, the 2nd AMFC match that was due to be held on Thursday was postponed due to high winds, and is now rescheduled provisionally for Thurs 16th June.
What I have seen is no different to previous years that I have been in the Association, numbers of new members to the Association are encouraging, but this is offset by the impending departure of two of our better rods, who are due to revert to Associate status in the next 12 months or so. Getting people to fish at some of the matches is proving to be an issue, cost of travel and also venue prices are undoubtedly having and effect, but I will continue to persevere in promoting the sport at both establishment and Command level, which in turns gives me a bit more scope to identify those with the potential and desire to succeed.
Sea Discipline Report
Since the last report the Sea Section have procured 20 waterproof fishing smocks for use at all RN competitions. This will also give us recognition when fishing against the other 2 Services.
Included in our matches this year is a Combined Services Casting Challenge. One of the aims is to help improve our casting techniques thus enabling us to cast further and hopefully catch more fish. This is being held at DFTDC Manston from the 1st - 3rd July. Ian Gibbs has arranged a trip for the boat team on the 6th Oct from Weymouth. I hope to make it a competition against Weymouth Angling and make this a regular event.

As ever we need to promote and encourage new anglers to become members of the RN&RM AA.
Trade Report
In the absence of the Trade Secretary it was agreed that the process for Trade accounts needs to be streamlined and made user friendly; but also that the availability of the discounts needed wider promulgation by the respective Discipline Secretaries amongst their members.

New Constitution
The proposed constitution was voted in with minor amendments:
- Reflecting "Excepted Charity" status in the Object
- Including Asset Verification in the Sep Committee Meeting
- Reinforcing duty status and the Armed Forces Act when on duty at matches

Any Other Questions
Si Lewis queried the status of Reservists in the Association - whether they should be Full or Associate members. Action: National Sec to investigate
Following the meeting advice was sought from Temeraire who confirmed that Reservists are entitled to Full Membership Status. The Constitution has been further amended accordingly. Action: Membership Sec is to reflect the amended status of those concerned
Jace Beynon asked whether the Association could claim Gift Aid from membership subscriptions. Action: National Sec to investigate.
Following the meeting advice was sought from Temeraire who advised that this was possible but only if the Association gave up "Excepted" status and registered as an independent charity. This would generate a great deal more work for the committee, and Treasurer in particular, and with a maximum of pound;500 at stake (assuming all members signed up to Gift Aid) it is s firmly advised against.

Report on Status of Carp Discipline
Following considerable debate with the other Services, Temeraire and CSSB staff it was made clear that the climate is not right to try and generate Carp Angling as a separate Discipline. For the next few years at least it will remain under the Coarse umbrella for funding and duty travel status.
Colours Awarded 2010/11
It was agree that the award of Colours will be re-instigated with effect from the Inter Services Matches in 2011 and that the routine laid down in the new Constitution would be followed.

Closing Words
The Chairman thanked the Committee on behalf of the Association and remarked that ideally we would see new Committee members each year. Everyone should be seeking potential replacements to keep the Committee and Association vibrant.
